§ 8.12.040. Manner of determining amount of damage or decay

The amount or extent of damage or decay or deterioration which may be done to any
building, when in doubt, may be determined by three disinterested persons, residents
of the city, one of whom shall be appointed by the mayor, one by the owner of the
building or his agent, and the two thus chosen shall select a third. If the owner
or his or her agent refuse to make a selection, the city council shall select for
him or her, and the decision of the persons thus chosen will be final and conclusive,
and shall be reported to the city council.
